  1) Install MSDE 2000 or SQL Server 2000
  You can download MSDE 2000 from
  http://www.microsoft.com/downloads/details.aspx?familyid=413744d1-a0bc-
  479f-bafa-e4b278eb9147&displaylang=en
  
  2) A Segue license server is needed. If you have no license server yet,
  install Segue SilkMeter first, which contains a license server
  
  2005-10-10 Segue.SilkMeter.v2.7-ZWT
  
  3) Start Menu -> SilkMeter -> User Policy Administrator, then File ->
  Import policy,
  use "SilkCentralIssueManager32.pol" provided by us.
  
  4) Run "setup.exe" to install
  
  5) Choose custom setup and deselect the MSDE 2000
  
  6) Launch SilkCentral Issue Manager installer, point it to your license
  server.
