install Segue SilkMeter first, which contains a license server.

2.Start Menu -> SilkMeter -> User Policy Administrator, then File -> Import
policy, use "SilkTest_ 7.1_License.pol" provided by us.
3. Launch SilkTest installer, point it to your license server.
